Under the full supervision and monitoring of RSCN, the Project Director will be the key focal point for the project. He/She will head the Project Management Unit (PMU) and will be responsible for the overall management, technical leadership and coordination of project activities to successfully achieve its goals. The Project Director will ensure the timely and effective implementation of all components of the project in relation to the conservation and development objectives. He/she will be liaising and coordinating with the Project Steering Committee (PSC) and concerned ministries, partners, beneficiaries, relevant implementing and donor agencies, NGOs, etc.
The Project Director will:
• Be accountable for the achievement of project objectives, outcomes, and all fundamental aspects of project execution;
• Maintain regular communication with the RSCN Director General and PSC;
• Monitor and evaluate performance of PMU staff on financial and administrative aspects of project and communicate with Steering Committee in this respect;
• Ensuring close interaction between the PMU and RSCN management; and
• Ensuring effective communication and coordination with all relevant project stakeholders.

| Tasks & responsibilities |
- The Project Director shall perform the following functions:
• Providing the overall direction for technical and administrative aspects of the project;
• Developing a costed annual detailed activity work plans to be approved by the PSC;
• Overseeing , drafting and approving the Statements of Work and TOR for all consultants and/or organizations;
• Ensuring that component activities are conducted in a timely and cost efficient manner according to procedures as adopted by RSCN and that financial and human resources are at hand to complete component tasks as specified in the project documents;
• Fostering, establishing and maintaining links with other related national and international programs and projects;
• Controlling the expenditures and ensuring otherwise an adequate management of the resources provided for the project;
• Approving and managing project disbursements and co financing;
• Monitoring and submitting reports to the RSCN and PSC on status and progress of project activities detailing: a description of actions undertaken during a reporting period, budget reports, account reports and audited reports detailed planned actions in accordance with Word Bank/GEF Requirements,
• In consultation with the Procurement Specialist, reviewing proposals for and ensuring selection of project personnel, and oversee a project team of consultants and other and procurement activities;
• Ensuring project M&E in accordance with the World Bank/GEF rules and guidelines;

| Job qualifications |
- Applicants should have the following qualifications:
• Bachelor degree in management, environmental conservation and management, agriculture, natural resources management, Social Development or other relevant professional skills.
• Strong top executive and managerial skills as demonstrated by 7 years prior work experience in top management in the public, private sector and NGOs.
• Working experience in projects preferably environment projects.
• Experience of working with local communities, private sector, NGOs and the public sector, working with international organizations would be an advantage.
• Ability to communicate and work effectively with a wide range of project partners.
• Capacity to write reports and manage budgets
• Experience in other similar GEF related projects, administered by the World Bank would be desirable;
• Familiarity with the project area and its people
• Fluency in English, Arabic language is essential

Other Details
|
The range of the annual salary is $60,000-$84,000 inclusive all expenses (social security, medical insurance, taxes). Applicants should be capable to drive long distance and field work. The duration of contract will be one year with possibility for renewal
The Consulting Services and activities for this position are envisioned to be carried ASAP
Individual consultants will be selected and recruited on the basis of their qualifications for the assignment, and according to the World Bank guidelines. | Tasks & responsibilities |
- Study RSCN’s objectives, promotional policies, and needs to assist in developing public relations strategies that will influence public opinion or promote ideas, products, and services.
- Implement communication strategies for RSCN’s different programs and activities.
- Write, proofread, and supervise development, production and distribution of all promotional materials.
- Implement and assist in planning awareness programs & events to maintain favorable public and stakeholder perceptions of RSCN's accomplishments and agenda.
- Monitor press on a daily basis; watch for upcoming activities, events, and actions relevant to RSCN, and assist in collecting media coverage in order to circulate to RSCN staff.
- Assist in developing and maintaining RSCN brand identity.

| Job qualifications |
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Bachelor's degree in PR, communications, marketing, journalism or any directly related discipline.
- Minimum 2 years experience directly related to the duties and responsibilities specified.
- Outstanding command of spoken and written English and Arabic.
- Knowledge of public relations, communication principles, media, direct mail, and marketing techniques.
- Knowledge of publishing procedures and requirements.
- Ability to plan, organize and coordinate media activities and promotional events.
- Ability to create, compose and edit written materials in Arabic and English.
